2026 is expected to mark a significant change in procurement practices within NHS England, as value-based procurement (VBP) will be implemented nationwide. This shift means that medical technologies and related products will no longer be assessed primarily on price but instead evaluated using broader criteria, including patient outcomes, experience, system-wide costs, and environmental considerations.
Chris Whitehouse of Whitehouse Communications stated that senior health officials have confirmed 2026 as the year when value-based procurement moves from policy commitment to actual delivery. According to Whitehouse: “The new VBP approach will ensure that when MedTech products are assessed for procurement, far greater weight is given to outcomes, experience, sustainability and overall value to the health system – rather than simply the lowest price.”
Whitehouse further explained: “Health ministers have committed to rolling out VBP in ‘early 2026’, and in recent days senior officials at the Department of Health have confirmed that this will be the delivery year.”
He also noted enthusiasm for VBP extends beyond medical technologies: “Senior officials at NHS England are keen to see value-based procurement adopted across the full range of products purchased by the NHS as soon as practicable. There is also growing interest in adopting similar methodologies in both Scotland and Wales.”
The introduction of VBP aligns with government strategies such as its 10-year plan for the NHS and Life Sciences Sector Plan. Supporters believe these changes could address issues found in previous procurement models while improving patient outcomes, reducing overall costs for the health system, and promoting growth within the UK life sciences industry.
