A recent report by the American Lung Association calls on Indiana lawmakers to increase taxes on tobacco products as a strategy to mitigate the significant human and financial impacts of tobacco use. The 2025 "State of Tobacco Control" report assesses state and federal policies aimed at eliminating tobacco use, recommending effective laws and policies to prevent nicotine addiction and protect young people.
Tiffany Nichols, Director of Advocacy at the American Lung Association in Indiana, highlighted concerns about the tobacco industry's efforts to attract new users. "In addition to grading Indiana’s tobacco control policies, this year’s ‘State of Tobacco Control’ report examines the tobacco industry’s increasingly aggressive actions to addict a new generation to tobacco and hinder proven public policies to prevent and reduce tobacco use," she stated. Nichols noted that local lobbyists are working against established control measures while introducing products like e-cigarettes designed to appeal to youth.
Nichols emphasized the need for legislative action: “In 2025, policymakers in Indiana must focus on increasing the tax on all tobacco products, increasing funding for Indiana’s tobacco prevention and cessation commission, and passing state and local laws that eliminate smoking, including e-cigarette use, in all public places and workplaces.”
The report advocates for higher taxes on all forms of tobacco, citing studies that show a 10% price increase can lead to a 4% reduction in adult consumption and a 7% reduction among youth. It suggests raising cigarette taxes by $2.00 per pack and aligning other product taxes with this rate.
At the federal level, the report urges Congress to allocate more funds to the U.S. Food and Drug Administration (FDA) for enforcing regulations against illegal e-cigarettes introduced by the industry.
